Windows 10 never came at no cost; you could upgrade from earlier big versions with the identical license.

It serves as a free upgrade (more like a downgrade) for the Education/Enterprise editions of Windows 10. This was mainly to integrate with Google Chrome books. But it's not accessible to regular users; it's reserved for enterprises, education, and OEMs.

The truth is closer to your question than you think. Windows 10 is genuinely available at no cost. You receive the full files and about 95% of its features without any charge. This might be what you read or heard incorrectly. Overall, however, a fully activated version won’t be free.
