The issue with the 12V RGB header seems unresolved. The blue LED stays active regardless of settings changes. You may be able to return the motherboard through RMA if the problem persists.

I believe the header connections are incorrect. I used the RGB LEDs on my older motherboard and it functions properly. Additionally, other LEDs display the same results on this new board.

The RGB lights you have might not work with this board and software. Check compatibility before use.

All my gear noted it works with Gigabyte RGB Fusion for older boards and Asus Aura Sync for newer ones
