I am trying to run all games and screen recorder on my RTX 3090 and the non gaming programs on the Radion HD 4850. Currently I have no video from the RTX 3090 and do not have a monitor that supports DVI or S-Video.
Some power connectors aren't enough for the 3090. It won’t turn on with just one 8-pin connector. Also, don’t power it off using only the cable you’ve pigtailed from the 3090 to the ATI. Use two separate PCIe cables for each slot.
You should also take out the old graphics card. It’s not worth it for resource savings, but it’ll cause a lot more trouble later.
This seems impossible. Clearly, something is definitely off here.

Ensure your 3090 is optimized for gaming and verify that your PSU can handle the load from both your RTX 3070 and Ryzen 7 5800x. With a 680-watt PSU, you should be able to support both components effectively.
It's not worthwhile. Trying to power a 3090 with a 680W supply isn't practical. It's time to upgrade to a better power source.
I don’t have a bigger power supply unit. Available choices: 680 watt ATX, 500 watt ATX, bronze 380 watt ATA, 175 watt ATX.
