The details are clear. You might need to remove the CMOS battery and reset the BIOS. Testing one RAM module at a time seems like a good approach. This setup appears quite outdated, suggesting there may be a problem.

If fans are running and there are no other indicators of life, and it seems there are no debug LEDs on the motherboard, we’re left trying random parts in and out until we identify the cause. I’m betting the person doesn’t have any other compatible gear to test with. Checking one RAM stick at a time in each slot is essentially the best approach. Even fan activity doesn’t ensure the issue isn’t caused by a generic "850W" power supply that’s not the real culprit.
