The server seems to be heavily loaded due to the ongoing free flight event. I've attached the current Patcher. Put it into the Cloud Imperium Games folder. If the Launcher can't find it, unzip its contents and save them as PatcherInstall.zip inside Cloud Imperium Games\Patcher.

Have you attempted to launch the Patcher directly? Be careful not to mix it up with the Launcher.
