I’d consider reducing voltage or speeding up clocks if your cooling system is strong and your power supply and parts are capable.

I'm confident my PSU can manage it. My CPU runs at 4.65GHz @1.28V, GPU is at +100MHz core and +450MHz memory. RAM is XMP 3600 CL 16-19-19 at 4000 CL 20-22-22. The intake is 360mm but it seems underperforming. My CPU spikes to around 75°C during 3DMark tests.

Good luck with the project. A 3080 chip would find it tough to hit 100fps in RDR2. Did you look into Hardware Unboxed’s optimization resources?
