It seems like most people agree to go with RUFUS for making a bootable flash drive. I haven't noticed anyone challenging that recommendation before.

I only discovered Rufus after this update. With Windows 10 it became easy to use the MS tool since you didn’t need a Microsoft account.

I’ve kept the Ethernet disconnected and never connected to WiFi. You might experience some issues when you need internet, but once it’s resolved you can set up a local user account. You don’t have to create an MS account right away, though you can link one later if you prefer.

Perhaps using Windows 11 would help. I haven't set one up yet, but I've tried 10 22H2 and it functioned for me.

I don’t recall the precise steps, but today I installed W11. Simply unplugging the network cable made it easy to bypass the Microsoft login. You can select any language and region. There are native speakers from all countries who can use their preferred language. You won’t need to activate anything. Only a few features might be missing if you’re not using them.
