Currently on humble bundle GTA V is available for $15 USD. Mods are supported, and the Rockstar launcher can handle them. Rockstar automatically updates games, but you can manually revert to an older version if needed to keep mods working. Let me know if you need more details!

I mostly play the regular version each day, but the full version is ideal for modding in single-player only if you’re banned from online play.
