Using a valid Microsoft Id will automatically sign up. It may also work with a hardware fingerprint if the device was registered earlier. Additionally, it should follow a proper upgrade route from a prior version.

Did the device previously run a Windows installation? Were you asked to pick a specific Windows version during the setup? If yes, then initially the activation servers would have started the install using the hardware details, but later it would have used the license key embedded in the BIOS. You can verify the activation status by navigating to settings, update & security and choosing the activation option. It's also possible the checking system isn't active and will return to normal when it does.
