Hi, your current i3-8100 has a TDP of 65W, while your new i5-9400F will be around 95W. Your AsRock H310M-DGS motherboard supports up to 95W, so it should work fine. Since you're budget-conscious and want to avoid buying another motherboard, it's a good idea to stick with the same one.

It functions properly as long as you install the newest BIOS; the main concern is that the key here is updating to keep performance stable. The word "work" appears frequently, and this model isn't ideal for high-end builds—though a 2.9GHz base should still run without major issues. If you're comfortable with lower speeds, it should perform adequately.

Locked i5 will hold up. The VRMs won’t slow down until about 100°C, which should happen around that temperature if airflow stays decent. I’d go ahead unless the price isn’t right. If you can snag a Ryzen 5 2600 with a B450 for no more than 50% above the 9400’s cost, I’d choose the Ryzen version. Right now in the US, a 9400F is about $200, a 2600 is around $120, and a good B450 is $100. In this scenario, the 2600 seems more sensible.
