When motherboards are produced, they receive the newest BIOS. Whether they come with built-in support depends on their release date. The Ryzen 5 4500 was released in April 2022. The B450 HDV R4.0 received BIOS support starting March 2022 with version 4.90. Therefore, boards made before March 2022 will likely have full support out of the box. If you purchase this model new, the chance it has been stored for nearly three years is extremely low. It's feasible technically, but I wouldn't hesitate to buy a brand-new unit for a Ryzen 5 4500 setup. On the other hand, the R5 3600 offers superior performance across all metrics, and its BIOS support dates back to May 2019. If you find a Ryzen 5 3600 at a comparable price, it would be a better choice.
