It seems there aren’t many simultaneous games requiring heavy resources. Could it be several running copies or something streaming-related?

Nope. Even a G3258 handles any game on Ultra settings. Below 10 fps is the rule if you want questions about needing a part for Ultra, it's better to focus on GPU topics like what games can run at Max 1440p or Titan X performance with 4K Ultra at 60fps.

Consider testing GTA V on a Core 2 Duo with Ultra settings. The CPU impact is noticeable, but beyond a modern quad-core processor it's usually minimal and doesn't justify the cost.

Occasionally a CPU can slow down the GPU, but the rest of the performance usually handles the games well. As @itsMacyyyy noted, certain titles depend on the CPU—like GTA V or possibly Minecraft during chunk loading—but most current games are built to use the GPU more heavily.
