You don't necessarily need a dedicated motherboard for GPU overclocking with your current setup. An i3 9100f and GTX 1070 work well together on standard boards. For better performance, consider a board with higher VRAM support and robust cooling options.

You won’t need much overwriting with a 70 euro motherboard. I’d actually suggest at least an 80-110+ euro model, depending on the brand and capabilities, if you want to really stand out.
