I noticed today I could obtain Windows 7 Professional from kinguin for just $25, which would be helpful since it could be upgraded to Windows 10 Pro. This would be better than staying on Windows 7 Home Premium OEM, as I was more budget-conscious five years ago when I bought it. The concern is whether upgrading to the newer OS is safe if I purchase the older version now and avoid any risks. Anyone can confirm if a free upgrade is possible?

It doesn't really affect you whether you get an OEM or retail version. The upgrade from one Windows version to another usually keeps the system bound to that version, so it's more about compatibility than cost savings. You might save a bit, but it's not a major factor.

Both will receive an upgrade. I downloaded Windows 8.1 Pro from a software swap on Reddit, it came with a full copy for around $25 and functioned flawlessly.

I understand both upgrades will work, but I’m not sure if they’ll match exactly. Windows 8 Pro Retail can be installed on any number of devices I want, while OEM versions are tied to the machine they’re first installed on.
