Yes, I checked if resetting the CMOS was an option.

I've also attempted to reset the CMOS using both internal pins and by taking the battery out, but it didn't work.

Consider inserting the GPU briefly to check for posting issues. Confirm that all other parts are functioning properly in recent builds.

most parts haven’t been used for about a year, though they worked fine before. I plan to test the GPU next when I have the opportunity.

I'm a bit delayed, sorry. I had a lot of tasks and studying, but I managed to install my GTX 1070 in that machine—it functioned properly—but when I tried to boot, there was still no output.
