Hello,
I have had my comuter for 2 months. Worked great. PSU was faulty. RMA'd it and got new one. (Took 2 weeks. So PC have not been used for 2 weeks.)
PC works great now. Other than I cant use the restart function in windows. When I click the restart button it shows the restart windows logo. But when PC restarts it just does not output anything to either display and my keyboard does not lit up. The PC lights are fully lit(ram, graphics card and case) and no motherboard post lights.
I have to manually hold the power button for like 3 seconds. PC lights goes off, then the PC will turn on by itself and it boots just fine.
I am using the display on the graphics card, but even if I switch to motherboard display there is no output to display.
Edit:
Okay odd thing. When I click the restart button on windows my PC never shuts down. All lights are lit all the time. It quickly flashes with a orange light(RAM) then goes away.
What I have done so far.
I have reseated ram and graphics card. I have replugged all cables in the PSU, and the motherboard plug on motherboard.
I have updated windows and graphics card. (I have done a full reinstall of the drivers.)
I have unchecked the fast boot option in windows, even tho it says it does not work with restart.
I have tried the windows iso in-repair and even that restart does not work. Like when it restarts my pc just hangs with lights on and no display output. I have to manually hold the power button to shutdown my pc then pc turns on by itself and then it boots just fine.
I tried taking out my Graphics card and unplug it completely. And using the motherboard video instead. Same issue is happening.
I am running out of options of what to do?

Are all power connections made? Did you use cables from the new or old power supply? Is the system currently updated?

Use cables compatible with the PSU.

I'm using the official cables provided with the PSU. The PSU I purchased was defective upon arrival. I filed a return and received a replacement PSU, not the cables.
