I thought it might not be compatible with Windows 8, so I obtained an ISO from Microsoft for Windows 10 and used Rufus to transfer it to a USB stick, but it didn’t work.

E7B45IMS.A60 is the current release. It seems quite outdated, dating back to September 2018. For clarity, this might affect compatibility since your 9700f was released in mid-2019... I’d definitely consider updating the BIOS there for better performance.
