The inexpensive option might match the second if you apply enough force, especially with a B-die. The timings you mentioned (14-14-14-31) are the specifications for my B-die set. Be aware that achieving those speeds will likely need higher voltages on both RAM and CPU cores, though the performance gain would be just 0.01%. The key timing factor is CAS latency, and both kits are C14.

That’s what I believed, but it doesn’t mention the maker. I thought the price variations were odd, so the cheaper option might be from Hynix or something low-quality. This turned out harder than expected… Not if one is Hynix and the other is Samsung. Also, my motherboard can’t overclock much, especially with that cheap RAM I own (Corsair Vengeance "lpx").
