The photo shows the main city in Star Civ. I haven’t played it yet, but I’ve seen gameplay online—it looks really large. Do all structures here are reachable in-game? If yes, does each level have full access? For example, a 20-story building should be accessible, right? From what I can see, the percentage of accessible floors seems low unless you’re careful.

They’re all reachable, though you’ll need to pay $1,000 for each floor. Still, except for the jokes, you might find more success by watching YouTube clips of the game or checking if anyone streams it and asking them.
