You can still install the CPU fan without crewholes, just use a screw bracket or adapter to fit it properly.

They recommend using the backing plate from the standard AM4 bracket IRRC.

Were they simply loose inside the box or were they secured to the motherboard? Unless you had the board and the previous owner didn't provide the backplate, it came with one.

They were simply connected to the motherboard, and I received a brand-new one from Amazon.

Check the rear of the board during installation; it will hold securely. If you have electrical tape, apply it to fasten the backplate to the board until all parts are secured, then take it off after installation is complete.
