Is this running at idle? Yes, it is. High voltages with low current are acceptable. If it's under load and PBO is enabled, turn it off and verify.

I turned off PBO because it caused the PC to crash with a black screen, requiring a CMOS reset to resolve. During games, it stays around 1.4 but suddenly jumps to 1.41, offering minimal progress. My most recent build used Intel and reached a maximum of 1.35.
