You can stream at 480P even with a high bandwidth connection on a Phenom II. Just make sure your setup is configured correctly and you're using the right settings in OBS. Playing around for fun won't hurt performance much, but consistency matters.

It shouldn't display any stunning features, just enough to function smoothly at 480p.

Sure, I can help with that. Please let me know how the quality comes across if you share your thoughts.

You can simply examine it on your own.

Trouble finding a smooth experience when pushing upload limits. Lags appeared consistently, especially with high usage. Seemed stable enough at first, but viewing myself caused issues. Usually problematic when full upload speed is applied. Planning to test in-game now, as my HDD recording is slow.

It looks good to me. Likely around 30fps if I had to estimate.

Game operated smoothly at 75FPS and 75hz, yet streaming slowed to just 25 frames per second, causing a crash—possibly due to lost progress.

I notice something unusual. Your Phenom II seems to manage streams smoothly, yet your friend's i5 4200H—similar to an i3 4130 but with slower clockspeeds—faces problems.

It seems the Bioshock 2 game is frequently crashing, which is really frustrating.
