Ensure you have an authentic copy before upgrading components. Once upgraded, you won’t need to purchase a new license. Simply reach out to the Microsoft Activation Centre and initiate a phone activation. Licensing can only be transferred under these conditions: OEM / System Builder – when your PC has experienced a significant hardware issue (such as a failed motherboard from a power surge) and replacement parts are unavailable. Your system has been swapped due to a faulty IO port, etc. These licenses aren’t sold through retail unless bought with a pre-assembled system. Most hardware partners will sell the OS without installation if you acquire 99% of the necessary parts yourself (motherboard, CPU, PSU, HDD, RAM) and assemble it. In retail settings, you can usually transfer the license unless the installation was previously active on the old machine.
That was windows 7, there is no more tele activation. I'm sure I just got one person that didn't know what they are doing. None the less it's annoying.

Go self, hire someone else, buy legit OEM for about $80, or get retail Linux for around $120.
