I discovered this RAM at Micro-center for $86.99, is it a good deal? I was also considering the open box for $70. Do you have any issues with this brand?

Price isn't the main concern, it's about the IC quality and speed. With 16Gbit speeds, bad ICs are hard to get because most chips handle around 4000, and ICS usually come from big brands like Samsung, Hynix, etc. So the brand doesn't really matter much (except for needing key parts like micron ICs or Klevv for Hynix).
