Obtain the file directly from Microsoft's website. You may choose the Media Creation Tool to generate a bootable USB drive or download the ISO yourself, although I’m uncertain about the reasoning behind the latter option.

To run Rufus without TPM, secure boot, or MS account needs, consider tools like Ventoy for a multi-boot USB or set up a VM with Windows 11. Some prefer downloading the ISO file directly, though it works just fine for creating a USB drive.

You're aware of all this, but I'm not sure why I chose that phrasing. Scew Ventoy, though, I can't get that wording to function more than once the right way, then things just stop working. I have to keep rebuilding them, so I gave up on it.
