Hey, I see what's confusing you. The Intel site says the i5-12500H has 12 cores split into Performance and Efficient cores. That means it’s designed with two different sets of cores for different tasks.

It contains 4 performance cores and 8 efficient cores. The limit to just 16 threads comes from the fact that E-cores aren't hyper-threaded. That means (4 core / p-core) + (8 core / e-core) equals 16 threads. Are you finding the P/E core setup confusing? Yes, Intel Ark is the official page for all their hardware details.
