They're developing the second engine version, not just for fixing TF2 updates
I wouldn't be surprised if it was—perhaps they expected another big hit like CS, maybe a portal 3 or a new left 4 title. They seem to understand how tough it would be to match the hype around HL3; remember that if Half-Life 2 had launched today (with current graphics), it likely wouldn't have achieved the same level of popularity it did in 2004, so creating a game with similar mechanics probably wouldn't be enough.
Valve know people want HL3 and to answer no as to weather it will have VR support whilst having no intention of ever making it would be a very very silly answer for the company to make. Edit, your point still stands obviously, but still... as I said, it would be a silly answer otherwise.
