I noticed the images clearly indicate it's not a temporary condition. It could relate to the power limit, though I'm not sure. I don't have any other ideas, since I assume you've already adjusted the BIOS and factory settings.

Bios turbo power caps are at zero. No boost when caps hit zero. Standard turbo limit is 28 seconds, also zero in bios. TDP for the 3470 is 77 Watts; long runs should use 77 Watts, short runs around 91 Watts.
