I question this. They likely used materials they were familiar with and released for platforms already popular. If they had targeted modern consoles, sales might have been weaker. Regarding the PC version, I don't believe R* is invested enough. They've never produced a solid PC release (Max Payne 3 was ported by a different team from GTA developers) and I suspect they won't. They'll get it running and somewhat customizable, and since the games are strong, people will want them.
I'm looking for the idea that the PC port comes from Xbox 1 or PS4 games rather than Xbox 360/PS3, so it would be improved this way.
