Check if your GPU usage is restricted by software updates that cap performance or restrict frame rates.

Does your monitor support a 30Hz refresh rate? If yes, VSYN is likely active.

VSync might be active, but it seems unlikely they offer a 30Hz display refresh option. None of the manufacturers' sites I checked mention this feature.

Have you explored a Windows recovery method? Or simply powering it off and on? You might be amazed at how many issues resolve with just that.

Have you attempted to enable and disable it? A reinstall might help; could be a virus involved.
