I've begun exploring No Man's Sky and frequently met with pirates. Occasionally these meetings occur when I'm directly above planetary atmospheres. At times I descend into a planet's atmosphere so close it triggers the game to display the world, which reduces my GPU usage and leads to significant frame drops. With a 12600k processor, would the P cores manage rendering while the E cores handle the GPU? You're asking about a 6600xt processor.

It seems your chip isn't fast enough to match the GPU's speed. This isn't related to the number of P or E cores. You could achieve higher performance with a 12th Gen processor simply because it's a more capable CPU than what you currently have.
