I am planning on doing something extremely stupid and ridiculous, but to get it to work, I need to limit my FPS in source engine games to a very low number (around 12-15,) Like I said, this is a very stupid idea and I do not actually plan on playing anything like this seriously.

Check the console output for fps_max. Verify if it meets your expectations. The lowest setting you tested was 100.
