Are there any current PCs capable of running RDR2 at 240FPS with 4K Max settings? I think the Compensator 3.0 might be a good fit.

It seems improbable even with several RTX Titans and a heavily overclocked 10900K. Perhaps it could work with an RTX 3000 and an 11th generation Intel processor, though unlikely.

Certainly, but the cost remains a concern.

It makes no sense to try this. Most games already support 4K at 120fps. 4K at 240 won't be common for another six years.

They didn't achieve 40fps with dual Titan RTX graphics for RDR2 at 8K. In theory, you'd only reach about 160fps in 4K, and I'm pretty sure it wouldn't actually improve that much.

Unless it's a multi-CPU setup with extreme cooling and a large number of GPUs for rendering, most people won't invest in such a system just to get the answers we already have. We've reached our limits with game engines, as Fallout 76 showed us.

Fallout76 offered many lessons about large corporations and the gaming world. Those themes could have been present as well.

It's improbable that RDR2 will benefit from a dual socket setup, as it depends more on single-threaded performance than multi-threaded capabilities. If you manage to boost the CPU speed to 8GHz or higher, it could potentially work.
