I’d choose R5 3600 paired with a solid AM4 board. The Ryzen prices will plummet again, just like before. You don’t have to invest in the 3700X-3900X if you’re not using the CPU for work. Regarding Intel LGA1151-2, it seems like a dead end—most platforms stop at i9-9900KS, with the next big one expected around LGA1200 early in 2020.

The only clear choice for Intel appears to be 1080p at 240hz. The 9900K/S or 9700K can sometimes provide more frames, but usually not significantly. For other purposes, it’s unlikely to be useful, and I’d have chosen Ryzen instead if I hadn’t built my PC last year. Since I already have an 8700k at 5GHz, upgrading to a Ryzen wouldn’t make sense for me.
