I’m not an expert in emulation. What I understand is that you’re trying to run the hardware of another system using a PC, but since the XBone runs on x86 and now has an Xbox 360 emulator, it seems we could likely adapt it for a PC fairly simply.

Only a few Xbox 360 titles are available for Xbox One, which is why not every game from that era runs smoothly yet.

If developers understood how MS encoded their emulator, it would be quite straightforward—probably won’t happen, though

This might seem simpler to recreate the game instead of building it anew. As a PC gamer, I miss certain console titles, so I’m weighing the pros and cons carefully.

Yes, an emulator for the 360 is being developed called Xenia. You can find more info at http://xenia.jp/. They've managed to play games like Battle Block Theatre and Dragon Ball Raging Blast among others. You can also watch some videos on YouTube: https://www.youtube.com/watch?v=zNAaBLIVLx8 and https://www.youtube.com/watch?v=g5FKb2j2Yx8

The phrasing suggests they merely require approval from the relevant IP holders, not necessarily a definitive "go ahead."

It seems the system isn't an emulator, which explains why it's taken so long for people to create 360 and PS3 versions. The major challenge comes from the vastly different architectures compared to x86. It would have been simpler and more cost-effective for Microsoft to simply port the software instead of redesigning the hardware.

It is an emulator. Porting each game one by one would be a massive job, plus a port would be a new game. MS are allowing you to play the xbox 360 games you already own as they were so it has to be an emulator.

Additionally, the port had to be completed by the initial creator rather than Microsoft.

It's not always necessary. I think a key part of the emulation challenge is reverse engineering, which Microsoft could bypass entirely. Having the original source code would clearly speed up development and improve performance.
