Technically, yes. As the GPU or other parts struggle more to deliver frames, the time taken increases, leading to greater latency.

You don't need to travel far. Just verify the 60Hz at 60FPS and 60Hz above that speed during the 10-minute clip in the video. To clarify, with a 60Hz display each frame refreshes every 16.66ms no matter your FPS. If your FPS falls below 60Hz you'll notice some frames repeating. When FPS exceeds 60FPS you'll see the latest frames repeated about 60 times. For instance, at 60FPS each frame should appear in roughly 16.66ms intervals, which is the frame time or latency between frames. In reality it doesn't match perfectly—some frames may render in 5ms while others in 30ms—but overall it stays around 60FPS. The frame-to-frame delay matches your input lag. If you run a game on a 60Hz monitor at 200FPS with consistent timing, you'll still perceive the action every 16.66ms because that's the maximum allowed by the display. In practice, additional factors like hardware lag also play a role, so input lag is usually slightly higher.
