I found a program that lets you watch livestreams or YouTube using MPC-HC or VLC players. I prefer MPC because of the amazing SVP plugin, which changes your viewing experience. With the livestreamer YouTube viewer plugin, the best quality is 720p, likely because YouTube now splits video and audio streams differently.
