I haven't used ethanol alcohol, but if it resembles isopropyl it should dry fast. Just apply a few drops to soften the paste, then wipe it away with a qtip or paper towel. I usually use ArctiClean—it's affordable. https://www.amazon.com/ArctiClean-Therma...B001JYQ9TM Edit: Also, remember to remove the paste from the CPU before taking it out of the socket. Avoid getting it in the pins, as that can be tricky to safely extract.

Seconds pass quickly as alcohol disappears rapidly. Cleaning it off removes any leftover liquid instantly.
