The 3090 came with my birthday gift, but because I mostly used it for other purposes, I couldn’t afford to upgrade the CPU.

It relies on the graphics settings you're using. 1080p is common, but a 3090 is unusual. 4K is unlikely unless you're targeting it specifically.

Aim for a 10700 or higher. If budget allows, consider 10900f or 10850k. You might want a budget Z490 to run non-K CPUs at full boost on all cores—set it in BIOS for that. A Z490 Pro would be ideal if you don’t already have one.

I use two screens—my Zowie has 1080p at 240Hz and my LG has 2K at 165Hz. I tend to run FPS titles on the Zowie and more demanding AAA games on the LG.

Almost every title requiring a 3090 will slow down significantly with a 10400. A 10850k and 5900x usually work best together with a 3090. But since it was a gift, a 10700 might be the most reasonable choice in your case. I'm unsure if upgrading from a 10400 to a 10700 is worth it unless you can afford a 10850k. CPU bottlenecks lead to small delays, so tweaking frame limits before hitting CPU limits will greatly improve performance right now.

that isn't how bottlenecking works. If your CPU is good enough for what you want to do, and your GPU is good enough for what you want to do, then there is nothing to worry about. Since you have a 240hz monitor, you might want a better processor. And AMD Ryzen 5 5600x would be a great choice.
