This is what I recently built.
I updated Windows 10, BIOS, GPU drivers, and storage firmware via Samsung Magician. I've tried a fresh Windows 10 install with my old 970 EVO Plus SSD but have the same issues.
Opening up programs will cause my display to freeze up for several seconds. Sometimes the screen will turn black and come back, other times it won't come back at all, forcing a restart. Sometimes the PC will run fine when I start it up for the first time of the day, but then it will progressively get slower and slower. There are times when I'm gaming and the game runs smooth, but the rest of the PC will lag (Google Chrome, Discord, etc), but the game eventually begins to lag too after an hour or two.

I recently constructed this setup. The PCPartPicker link isn't functional due to a missing extension for my specific build. I attempted a fresh Windows 10 installation using my old 970 EVO Plus SSD, but encountered the same problems. Could you tell me where you obtained the OS installer? Did you install it without an internet connection? For clarity, what BIOS version are you currently running and have you reset the CMOS after updating your BIOS to the latest version?

When you set up the system did you visit the motherboard manufacturer's website to download all necessary drivers and utilities? Likely you missed or used a less than optimal base driver. Also, make sure all connections are checked properly. Remember that a fresh installation will perform background tasks and indexing for the first time.

I resolved the problem. I saved the BIOS version F10, but didn't reset the CMOS. I haven't done that yet; it might be the reason. I'll try again once I'm back home.

I reset the CMOS and downloaded the drivers and utilities for my motherboard, yet the problems persist. Some drivers failed to install correctly, and I’m unsure about the cause.
Today I powered on the PC for the first time and it worked fine for the initial hour. Then performance dropped, causing the screen to go black temporarily. After a few minutes, it returned to black once more, showing only the mouse cursor. If I clicked right, the desktop menu appeared. However, the PC froze, and I was compelled to shut it down. When I tried to restart, the monitor refused input. I turned it off again, waited a few minutes, then restarted it. This time the screen displayed but the same lag continued.
Issues like lag and stuttering remain when the system starts acting strangely.
Edit: Recently, the screen went black once more, though I could still see the mouse cursor and right-click the desktop. Pressing the Windows key revealed the start menu, allowing me to log out and back in, but the desktop remained sluggish.
I’m beginning to suspect a hardware problem.
