The earliest W10 build that users can support is version 1803. For builds older than that, it's best to download the newest ISO and install it directly from there. (According to common experience, you likely won't need a USB drive or any other external storage when choosing the upgrade path)

Install the media creation tool, launch it. It will prompt you about your actions, choose the "Upgrade this PC now" choice, and it will upgrade your setup to the newest release (version 1909).
