Enable full screen mode in Skyrim's settings right after starting. When you first press play, look for a prompt indicating "Play" appearing. Navigate to Options/Settings or use Alt+Enter to activate full screen. Confirm your graphics card supports it.

I understand the issue with the settings. Alt+Enter doesn't function for you. You're able to run it, but your setup includes an i7-6700HQ processor, 970MHz clock speed, 16GB RAM.

I believe pressing alt plus enter functions correctly only when the game is open in a full-screen windowed mode.
