All the slots appear ready for the same performance level. The M2Q slot also uses its bandwidth from the SATA ports, though it doesn’t affect your situation if you’re not connecting more than four SATA drives.

It doesn't matter which slot you choose for the X299, provided you don't use all the SATA ports.
