Launch Task Manager, stop Chrome abruptly, then reopen it using Incognito mode by right-clicking the browser tab, after that navigate to settings and enable extensions or similar options to attempt a reset. (Could possibly help, uncertain.)

Ultimately forced a complete factory reset due to the malware, yet removing the issue was surprisingly simple—though honestly, it felt like a joke.

It looks like you're referring to something from the NSA, but the context isn't clear. Could you provide more details?

A program is already running on my father's system. He had a method to verify the control panel and remove any unfamiliar software.

The most vulnerable option is far worse than Chrome. The main issue stemmed from someone who couldn't read the keyboard, browsing harmful sites and downloading malware regularly. It probably originated from an installation they didn’t understand.
