I recently assembled a new PC and encountered several persistent issues. Initially, I replaced the motherboard assuming the original was faulty, but the same problems continued with the new unit. After attempting to update the BIOS using a flash drive, the system still reports an incomplete update and restarts. The graphics card fails to power on, cooler fans aren't detected in the BIOS, SATA connections aren't being recognized, and I've tested both an SSD and a traditional hard drive—only my M2 SSD is working. The Windows installation media won't boot, causing the computer to restart repeatedly. All tasks are handled via the motherboard, but it stops when the graphics card isn't working. If that's your concern.

Successfully updated the BIOS, yet remaining issues persist. I removed the GPU.

Reinstall the Windows ISO, create a fresh installation disk, and ensure USB boot is activated.

It seems no fans are being recognized or activated. This could indicate a faulty rail connection or damaged pin contacts on your power supply.
