I purchased a new power supply (GIGABYTE GP-UD750GM 750 W ATX 12V v2.31 80 PLUS GOLD Certified Full Modular Active PFC Power Supply).

When idle or just browsing, it operates quietly.
However, when I play something, it gets louder. - Assuming that's typical for this PSU?
My worry is that when it gets loud, it becomes quiet again immediately. Sometimes it changes abruptly, going from loud to quiet and back quickly depending on the game. When I close the game, it instantly returns to silence.
Is this behavior normal?

It's perfectly normal. The fan will activate when the PSU requires active cooling or during higher loads.
The fan speed changes based on automatic power detection and ceases when the system is idle or operating at low load (under 20% load). The hydraulic bearing fan offers a longer and more stable lifespan.
