The frame rate remains low, yet my FPS stays normal, but once it drops below 100, I start feeling around 30 FPS.

Of course it's gonna feel that way, you're used to it being well above that. There's nothing you can do hardware wise. What are your current graphic settings?

everything looks quite similar, it's hard to see such a big gap between 99fps and 100

That's correct, my 100 fps looks smooth and everything is fine, but when it drops to 99 fps or lower it feels like 30 fps and 60 Hz.
