Run the scan command in the admin prompt. If it doesn’t work, reinstall Windows using the ISO from Microsoft’s site. You can also restore your PC and back up your data before proceeding. If you have another test build, check whether the GPU performs differently on that system.

And if not, it might be a strange power supply problem or the GPU itself.

Turn off the BIOS settings for the C state. Also, verify that all drivers are up to date, including an older GPU driver if needed, not just the current Windows version. My initial concerns were about a faulty GPU or power supply unit, but it could be something else entirely, making this a trial-and-error approach.

Windows is current with the latest updates. It's a brand-new Windows 11 setup from Microsoft's official source.

Yes, when your PC shuts down, the motherboard debug LEDs typically illuminate.

Not applicable—LEDs aren't present in the motherboard debug section.

The system has stayed stable after disabling the C state in BIOS. You can verify everything is functioning by checking your hardware monitor and ensuring all components are recognized and operating normally.

I would perform a stress test using tools like Cinebench or FurMark. I’d try both to compare their performance.
