It can be your ram or hard disk problem.
Just take out your Rams and try them one by one this will tell you which of your ram is faulty if there are any. And second thing might be your hdd problem as you said you have reinstalled windows, updated all drivers and checked temps every thing was fine thn you should just check your hdd. If you have any other harddisk than try to run it on your PC or take harddisk from any of your frnd just to check weather it's a hdd problem or not.

Just disconnect your hdd and ssd and run any other hard drive which is running ok on other system. If the problem persist then check your Rams one by one. First take out all of your Rams and then try them one by one only one at a time in different slots.
