Build details have been shared. I've adjusted RAM placement, reset CMOS, waited for stabilization, flashed BIOS via USB, removed and reinserted the CPU, and checked for power issues. The DRAM indicator stays lit on the motherboard. I connected an HDMI cable straight from the board to a monitor without any video output. I looked up similar setups online and found a discussion about the Silicon Power memory issue with Gigabyte B650 boards. It seems those sticks may not work reliably. If you haven't replaced the memory modules, consider getting new ones. Let me know if you need further guidance.

I became frustrated and headed to my nearby BestBuy store to purchase Crucial - Pro Overclocking 32GB (2x16GB) DDR5 6000MHz C36 UDIMM memory in black. It performed perfectly right away. The lesson here is, with a Gigabyte B650 board, avoid using Silicon Power RAM.
